Bureau of Indian Standards (BIS) and when is it used?

The Bureau of Indian Standards (BIS) is India’s national organization that sets quality standards for products — similar to how other countries define safety and quality norms.

The Bureau of Indian Standards (BIS) is the National Standards Body of India and functions under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, and Government of India.

BIS makes sure that products are safe, reliable, and meet certain quality benchmarks before they reach consumers. BIS supports both manufacturers and importers in meeting Indian standards.

For products that affect health, safety, environment, or fair trade, BIS certification is compulsory — meaning you must get BIS approval before selling in India or importing into India.

BIS certification is important:

  • Consumer Safety: Ensures products don’t harm users
  • Quality Assurance: Confirms products meet Indian standards
  • Legal Compliance: Mandatory for certain goods before import or export
  • Market Access: Without BIS certification, shipments may be blocked, seized, or penalized at customs.

How BIS Works for Export & Import

  • For Exporters (especially foreign companies):
  • Foreign manufacturers must register and get BIS approval before exporting to India. They might use the FMCS or CRS scheme as applicable. Products must be tested in BIS-approved labs, and only then can they mark their products with BIS certification and export to India.
  • For Indian Importers:
  • If the product category is in the mandatory BIS list, the importer must ensure BIS certification is in place before customs clearance. Without this, the shipment can face penalties or be held up.
